Chancellor Schroeder promised to cut unemployment by half when he took office in 1998 - he even said that his government should be judged by his promise. If he was honorable he should have resigned long ago.

Looks like it. The funny little secret is - it must be profitable for employers to employ people. But hardly anybody talks about that, instead all other kinds of sometimes peculiar remedies are discussed. The bottom hasn't been reached yet.
