I have some experience with coatings, artificial materials and so on. On page one of the paper, the authors note that, to achieve the effect in the visible and IR, materials candidates include several noble metals as well as artificial materials synthesized to achieve low permittivity in that range (the case e(c) = 0.1e(0) in the Figures). So that is doable. However, if the phenomenon depends on spherical or cylindrical geometry, it is limited; there are many curious electromagnetic effects associated with perfect spheres. That geometry is a favorite of theoretical types because calculations are simple and elegant.

Total absorption may be a better way to go, imho.
