The U.S. Constitution prohibits cruel and unusual punishment. State murder seems to be cruel, if not unusual. America is totally out of step with civilized society on this issue. No other OECD nation engages in such barbarity. We have more in common with the barbaric practices of Saudi Arabia and Somalia than we do with the rest of civilization.
