Clinton just put a lid on their activities. Now they are completely out of control with torture and other such nonsense. The CIA was still supremely powerful under Clinton. Black budgets are huge in government and the CIA certainly is privy to many of them. Also, all the drug money going around tends to find it's way into CIA coffers. The CIA was low profile under Clinton, but certainly not destroyed.
