The fact is, the USN has been down sizing for a # of years. Early retirements have been around at least since 1993.

All of the services, except USMC, began downsizing in 1993. That is when Clinton began his 8 year program of chopping all of the Armed Forces. The Navy had some 575,000 folks when Clinton took office. That was reduced to 400,000 in his first four years as pres.

Clinton also took approx 200 US Navy ships off active duty, about 1/3 of the total.
