Yes, that's what "family planning" means. It means using birth control to avoid creating offspring for which the parents aren't prepared--to delay and limit the size of the family. As opposed to the more natural usage which would include such things as buying a house in a neighborhood with a good school and decorating a room as a nursery. Planning to avoid creating family as opposed to planning the support of the family you're in the process of creating. "Family planning" may have abortion in it's toolkit but "family planning" does not equate to "abortion" or even the acceptance of abortion.
