Wrong. They did not choose it in Iran. They built a functioning democracy, but the mad mullahs added a poison pill. Khomenie secured power by ensuring that he always had the last word on everything. So the parliament and judiciary could always be vetoed by his clerical council. The people didn't choose a theocracy, Khomenie did. And the people let it happen, because at the time, they were glad to be rid of the Shah who was the worse evil at the time. Now the Iranians hate the fact that they don't have freedom and wish they could reform. But all their efforts to reform keep getting blocked by the mad mullahs.
