Jewel, the term "family planning" predates legal abortion. Family planning arose with the advent of birth control pills, which enabled families to plan their children's timing. You could delay the family until circumstances were advantageous, space children, and control the size of the family.

Later, once abortion became available, family planning facilities included them, too. But that doesn't change the meaning of the term. Saying that "family planning" equates to "abortion" is like saying that an "at bat" is the same as a "home run," skipping right over line drive outs and doubles.
