Again, sorry for the late response. The clec will EVENTUALLY be able to offer much greater discounts than 10% once the are able to migrate all of their customers to their switch. This is a big if. Network outages and the like can make this a very risky process.

Yes, all of the clecs just try to develop themselves to a certain size and then get bought out. Or, fulfill a particular maket nitch and then get bought out. But one thing they all have in common is they do want to get bought out.
