Yes, I agree. the present tax code is so mindlessly complicated --- and business and individuals have made so many financial decisions based upon capturing benefits in the code --- that a phase-out period would be necessary.

IMO, it should be shorter though, not longer. (3 to 5 yrs., MAX... not 10, 15, 20, etc.)

Like the 'shock therapy' that Eastern European nations such as Poland underwent in their transition from a Communist economic model to a Capitalist one... it's best to front-load as many of the changes as possible to maximize the gains and minimize the pains.
