If we had a functioning ABM system and ICBMs where headed over Canada to the US, we would fire at them with or without Canadian approval, and it would not be wrong to do so, and there really isn't anything Canada could do about it should they want to, but I don't think they would want to stop or cripple any defensive action against incoming ICBMs.

If the missiles are incoming to the US, they might not care what the US thinks and would want us to stop any defensive action. Particularly, if the missiles have nukes. The last thing they would want is nukes exploding over Canada.

But the real reason they made that comment is because the US ambassador to Canada threatened their sovereignty. Either the US ambassador is of the GW Bush school of diplomacy which means he's not very diplomatic, or he was angry and intentionally threatened Canada. Either way, it was not America's finest hour but then, we haven't had a fine hour in a long time.
