Mindmeld, So where is the larger burden on the poor? I see clearly that the larger burden was on the rich lady, in that she paid more. "Regressive" usually means relative to a flat percentage, not a flat dollar amount. Heck, even a flat percentage is considered "regressive," because 10% to a rich person is a smaller burden than 10% to a poor person. Tenchusatsu
