I agree with Barnett. Time to figure out how to cut China a comprehesive deal. China is going to get arms from Europe, along with Air Buses, etc. Their potential offensive ablility to project force outside of their borders, even with new arms, is pathetic compared to us. They aren't going to go away. Their flash point is Tiawan declaring independence. Ours is NK using or selling the bomb. Tha't the basis for a deal.

Better to have them inside pissing out. As they increase trade and get richer, there is no way they can keep up their remnents of totalitarism. Connectivity will win out. All we have to do is let it happen.
