Too liberal use of quotes. My interpretation is that Europe is up if "Europe is outpacing Japan for the first time" and that there is increased demand for low end since the "value platform 6050" is getting more demand. Do you have a different interpretation?

This is also a key passage indicating sales of handsets up more than expected but average price is lower:
