By "markets" I'm sure he's talking about everything, and that would even include the commodity markets. The Wizards (all the primary CBs) create the liquidity, but the only areas they have direct influence on are the bond markets (because they can overwhelm them). However, excess liquidity finds worm holes, especially when combined with even more leverage and borrowing. That's what he's trying to gauge here. It's a tough task I must say, especially now, because the Fed itself looks restrained, but then next thing you know the other actors like the Treasury( through TIOS), and the FCBs (through custodial accounts, and in China's case through London) are on the scene. Then we get this added dimension of FCBs getting heavy handed in just the agency market. Obviously, managing a more "neutral" monetary policy in a failing and corrupt crony capitalist system is a difficult fits and starts exercise, with all kinds of confusing signals. I would add inflation financed by negative real rates to this, as an important tool for Bully to loot the public, makes all the behaviors mentioned much easier.
