Why did this guy only get only 16 months?

Maybe it was a plea bargain, or maybe they charged him with only one count despite the fact that he was in on the theft of information on many thousands of people.

I think it was a plea bargain -
"Olatunji Oluwatosin pleaded no contest to identity theft in a California court last month. He was sentenced to 16 months in state prison."
