"I saw someone last night (forgot who) on t/v mention a sales tax rate of 23%, that to me seems excessive. Their had better be a LOT of exemptions for a rate like that to not stifle living standards."

They might have been factoring in exemptions for food and medical care... but, if one plans on replacing federal income taxes with consumption tax, that probably a number pretty close to what would be required.
