If you could find any information about this concept being blocked by environmentalists, that would be interesting. The blocks come from the governments, this isn't something that gets funded on the needed scale by smaller groups. They are the ones that won't implement and ask for more studies. After 20+ years, there isn't a whole lot more to study. It has been pretty much beat to death.

Now I have seen where environmentalists have blocked some of those OTEC ideas that want to use coral atolls. For good reason, corals are very sensitive to environmental conditions, an OTEC would likely push them over the edge. Corals are pretty stressed world wide, primarily by ocean warming. 1-2 degrees C change in average temperature is all it takes...
