Our workhorse remains the B52 mainly because it is an appropriate weapon system in the situations we have needed them. No one outside of NATO has the technology to threaten a B52.

Anyone with jet fighters or semi-modern SAMS has the technology to threaten a B52

Of course against Iraq or someone even weaker we can establish air dominence early but we can't automatically assume we will never fight someone more powerful. We will probably not have to fight a full scale war with China over Taiwan or as a 2nd Korean War, but we should be prepared for that pocibility.

We need something smaller and lighter but with good fire power and speed.

That would be nice but smaller and ligher also means less protected. Also we have thousands of Abrams. Getting rid of them and replacing them with something new would increase costs not decrease them. I think when we are ready for a next generation tank it should be smaller and lighter but we will probably keep some upgraded Abrams around as well for both cost and tactical reasons.

and almost nobody outside of NATO has them.

China, Russia, almost every country in the Middle East, North Korea and more.

We also need to be able to put said boots anywhere in the world on short notice.

Even if our tanks weighed 1/3rd as much as the M1 it would still be very expensive to be able to move many of them. Unless your just talking foot infantry it will take awhile to transport a large army to most places. More prepositioned forces, fast roll on roll off sea lift, and heavy airlift capability will help but again it will cost a lot. Canceling the F-22 and not buying anymore B2s won't cover the cost.

The aircraft carrier battle groups are useful because they give us an ability to project power in to places even if we don't have local airbases.
