If it were this easy and inexpensive, why didn't Bush sign Kyoto.

This is relatively easy and inexpensive. Kyoto is not. Reducing Methan emissions does not give you credit towards required reductions in CO2 under Kyoto.

the damage down by CO2 is much worse than from methane gas.

Methane is much stronger greenhouse gas, but there is more CO2 currently in, and being added to the atmosphere.
