re: I'm amazed that you actually give UN regulations precedence over the concept of fighting to help other people just because those people aren't the same citizenship as yourself. Not in the case of Iraq or any specific real world situation, but always.

OK, here's your list... 191 countries. Start making up the agenda, because there is a lot of folks that need "help".
