Unfortunately, the number of options for an individual are limited. However, there are resources that can be mobilized and really are dependent on some real commitments. WHO has no idea where the virus is and is not, so simply pressure to do adequate monitoring would help. Vaccine efforts are still a joke. There should be a trivalent pandemic vaccine given annually. Preparedness in 2005 isn't much better than 1918.
