My son-in-law is a healthcare consultant who was on the faculty at Johns Hopkins until moving to California. Paperwork is a tremendous, higher than 25%, part of total healthcare cost. There is no way the government, which is responsible for much of this anyhow, will reduce paperwork. Think of all the money wasted on cover-your-rear testing that is required because of the trial lawyers.
