My hunch is that Cheney and Rove make MANY of the decisions for Mr. Bush -- who is like a Prime Minister who fails to ask the tough questions and hold his team accountable for their actions...We didn't get into an elective war over in Iraq by accident...Cheney wanted to go because he bought into the NeoCON vision and Rove wanted "a wartime president" so he would have a better shot at maintaining power. -s2
