After the Cole, it was obvious that something needed to be done. But that happened at the end of Clinton's term.

What could have been done is to have brought the Bush team in right away and said we need to respond to this, then it's going to be your baby. But in this divided nation nothing like that can happen.

I don't think the Bush administration took Berger and Clarke seriously. In fact when they get a memo that is titled "Bin Laden determined to strike inside the US", they think this is a historical document.

I think the Clinton administration could have done more...but at least they understood the threat...and tried to convey that to Bush. Bush's response was to go on vacation.
