A few years ago a doctor near where I was then living was arrested for fraud. I don't even want to say how much phony billing he did. But instituting a national program includes creating a national database which could be valuable for many things. One is that even crude AI programs would be able to flag fraud and incompetent care providers. Problem with many programs today is that those databases aren't available to be looked at in a way that would allow the culling of perps. I'm sure you are aware that even private insurers are cheated too. I don't think they share data on hospitals and docs with the gov insurers. In fact some remind of utilities that don't mind the added costs because they just use them as an excuse to add to premiums thus boosting the bottom line.
