That is why I used the word 'apropriately.' Its easy to find someone to blame, blaming is rarely constructive and often misses its target.

I don't know if you've ever been blamed for something that wasn't your fault and that you couldn't avoid taking the blame for but it is a huge test of character for an individual as well as a nation. Easy thing to do is back away, escape and avoid responsibility, and let everyone and everything fall to pieces ... that would be inapropriate.
