JF, Humm... my perception is that Clinton was fairly serious, considering how the threat was perceived at the time.

Once again, it's in relative terms. The public was largely ignorant of the threat that Al Qaeda posed, so any effort by Clinton can be considered "serious" by comparison.

However, in absolute terms, Bush is far more serious in getting Al Qaeda than Clinton ever was. Of course, any president after 9/11 would be.
