Little damage to the vehicle might mean a hit / assasination / warning instead of a "tragic accident"

Or the people at the "security checkpoint" acutually fire, but intentionally miss the vehicle...meanwhile, a trained sniper puts one round where it's supposed to go ?

So if the vehicle wasn't shot up - and happend to be somewhere it could not be conviently shot up with out too many people noticing - maybe it was parked back in the secure spook contractor garage next to the semi-corrupt journalist's lunch room - then the car needs to be "disappeared"....

I'm thinking 4 parts evil conspiracy, 1 part keystone Kops.
