Reagan presented the budgets! He NEVER presented one even close to being balanced. Congressmen want as much pork as they can get for their own districts. If a congressman said he thought it would be fically prudent to cut government spending in his own district he would not only lose his seat, he would be run out on a rail. PRESIDENT'S set economic policy and INCREASE or REDUCE deficits. The last three REPUBLICAN presidents have gotten us MOST of the RED INK.
