AJ--Ford at one point was so vertically integrated that they made their own steel as well. Vertical integration is often necessary in the early stages of a new product, in order to make sure the whole thing works properly and that each component is compatible. There are no rules here, other than each company should stick to what it does best. Manufacturing (other than for OmniTRACS and that group of products) is really not QUALCOMM's thing. QUALCOMM is essentially a very talented design group looking to expand its market through continual creation of new, patented designs to enhance wireless communication.
