The very first step in the problem solving process is to identify the problem.

So far only the Army has been willing to do that.
The USMC admitted a shortfall last month and then said it won't happen again.
Navy and USAF still proudly inform us that they are meeting their enlistment goal, even though both services have reduced their ranks each of the past 7-8 months.
