Isn't him supposed to pay at least part of it? I have a friend who owned some money to a hospital. At the beginning, they just paid $20/month for a couple of years, and then the hospital sent the bill to a collection agency. They finally made some deal, paid a part of it. They were just poor graduate students then, and they were saving from their basic needs to pay the bill.
