Heavily indebted persons who get sent to the slammer can work on the chain gangs of the future: building more debtor prisons. Other debtors will be force to farm, make clothing, etc. It will be a closed universe, so we won't even have to pay taxes to support them. Maybe the prison could be floating at sea somewhere. In a way, they'll be self-replicating, and therefore a precious life form. It will become illegal to cut up your credit card in that new society, because that would be equivalent to abortion and therefore murder.
