There are just too many issues out there for us to be informed on all of them. Each of is ignorant on many subjects. If you look at polls you find large numbers of people who are very ignorant on various subjects but that doesn't seem to stop them from having opinions. I don't think it's unreasonable for someone to suggest that, if the other guys knew what he knew about the subject, that many would see the light and switch sides. He could be wrong, of course. The information he would provide might already be known and discounted, but I don't find it at all unreasonable to assume that great numbers of people are not informed on whatever subject it is that's at issue.

In this particular example, the administration has never put an actual proposal on the table so Cheney can hardly be surprised if folks don't have all the facts. I read the other day--can't find the data now--that very large numbers of the already retired think that the proposal would affect their benefits. That is ignorant (with perhaps an element of distrust.)
