Huh? The franchise is granted on a state by state basis. For example, Illinois and Ohio (among many other states) fully reinstate a felon's right to vote once that person is out of the penal system, including parole obligations.

Most Southern states, including Texas and most notoriously Florida do not allow ex-felons to vote if the crime was committed in that state. There was a huge dispute in 2000 about Jeb Bush fraudulently denying 10,000's of predominantly African-Americans based on database scams run by GOP party hacks. And Jeb Bush has done nothing honorable or ethical to remedy this situation.
