Lets have some fun with this.

You have to remember, firstly, that Canada has no enemies. Don't forget that. It has been proven beyond a doubt that Canada has no enemies now, and will never, ever, have enemies. Get that thought out of your mind.

So, why would they need a missile shield (especially one which doesn't work)?

A. A missile shield is a great cocktail party conversation-maker, but in Canada 'missile shield' is a pickup line, so discussion of the topic got off to a bad start.
B. Besides, once the US has one, 'everyone' will want one, leading to much business for US manufacturers of this toy. (No, that wouldn't included Microsoft XBox)The US was just putting Canada at the front of the list.
C. Missile shields would create even more opportunities for confusion like on 9-11 when Norad operators thought the whole thing was a military exercise.
D. The idea that N. Korea's crazy Kim's missile would hit Canada is pure folly. The city it would likely hit, Vancouver, is a major port for drug smugglers, and thus part of N. Korea's export network. They wouldn't want to contaminate their Vancouver brach office.
E. The idea that Canada would have enemies because someone like China might want Canada's energy resources to wage war, even maybe use Canada as an aircraft carrier from which to launch operations into the US, is similarly nonsense. The Chinese like Canada, silly.
F. These Russian subs mapping Canada's Northwest passage are only doing it to save fuel using this shortcut across the poles. The idea they're mapping mineral and energy deposits is unbelievable. Let the waters go uncontested and they'll be international for everyone to enjoy. (Actually Canada was going to spin the North off to the Native Indians anyways)

So, no need for a missile defense shield!
