Don't you have car emission requirements in your state?

In Calif you have to take you car to a smog station, I think it is required ever other year, although new cars are exempted- and if it is an older car it has to be a test only station (in other words a station that ONLY does smog checks and does not do repairs- this will be specified on your DMV renewal form).

If your car does not pass its smog check, you have to have it repaired so that it does. It has really cleaned up the number of cars emitting fumes- I rarely see those smoking vehicles we used to see before smog checks were instituted. So, while getting the car in for its smog check is a hassle, and expensive, it's not a bad thing to require them, imo.
