Strongly implying that the looting had been planned beforehand by the regime, and probably occurred - at least the organized part of it - before the American soldiers showed up in the area. It's easy for the NYT to conflate, if they wish (and we know they do so wish), the planned looting with the unplanned looting that happened after the Americans came. Especially in the northern areas, where the Americans were slow to arrive because they had no troops coming in from Turkey.
