Then you are not a problem solver. There is not an exact order to follow. Who made that rule up? It certainly is not how one approaches problems in business. The important issue is to eliminate as many causes as possible. Years ago when I turned around a company, I negotiated a reduction in costs by $141,000 annually with a supplier. I was more excited about pulling 2 light bulbs out of the soda machines. We saved $25 per year. The lightbulbs were used to advertise a soft drink. No benefit to the company, but the employees learned from that to look at everything. Ever savings is important...it led to many more savings...
