Byrd and Waxman did not "get the line item veto taken away." Actually, the lawsuit that invalidated the line item veto was brought by hospitals who sued to restore tax breaks and the Snake River Potato Growers who sued to challenge Clinton's veto of a provision allowing deferral of capital gains taxes from sale of processing facilities.
