Subliminally he is.

IMO the Whitehouse seems to be keeping Condoleezza Rice on a tight leash. She is still acting more like a NSA.

Someone else is making all the senior appointments at State. None of those appointments seem to have her fingerprint on them.

Perhaps I am wrong. It could just be, this is who she is.

She has no vision of her own - no people of her own that she could put in place at the State Department.

I guess when you are a piano major in college, there are very few old college buddies that you could call on to help out at the State Department <g>.
