That is an admirable personal story, 'net. I don't think that institutionalizing the process is necessarily a bad idea, though. Put a profit motive in it - it works for the rest of us!

A friend of mine used to say "what you subsidize you get more of and what you tax you get less of." Taxing poverty is a hard thing to do, but you can make the institutional offering for those who can't get started on their way. Living in an institutional setting is taxing! You want to make independence look relatively better (and attainable).

Subsidizing their eventual success (for instance augmenting a minimum wage for people over 25 with checkered work histories to a livable wage) perpetuates the positive behavior of continuous employment.

Your personal attempts were great and I'm very impressed that you personally did it. The last hitchhiker I ever picked up stole from me. That was 25 years ago. That ended a dangerous personal practice and jaded me about personally helping people. I wouldn't take a stranger into my home. I'm still willing to help, but I want the impersonal element of an agent between me and the subjects of my aid.
