law schools.

gee, now why would a law school be putting out a study that tort reform doesn't work?

First, I don't come from the place that all people lie just because they have a bias. I grew up in a blue state.

Secondly, it does not surprise me that malpractice insurance rates have gone up even though malpractice lawsuits have not. Its true of every industry that gets insurance. My LA building saw its premiums double in the last 5 years even though we have had only one small claim in ten years. Insurance rates are out of control for every one. State Farm has actually dropped entire states where they feel the claims are out of control. The reason why doctors are suffering so much is because their practices typically are small. Corporations/larger entities have an easier time absorbing the increases.
