The annual budget is $400 Billion...it says that. And the article also says that 30% of the annual budget is untrackable. That would be $120 billion a year of the annual budget that just goes somewhere.

The article also says that there is $1.2 trillion in "financial transactions" that cannot be tracked. And this is attributed to Rumsfeld himself.

Now we'd have to know what constitutes a "financial transaction" in order to fully understand what Rumsfeld was saying. It could include a portion of the annual bugetary spending. But it also could include other transactions besides new annual spending.

If you want to blow it off and say there are no problems with tracking spending in the military, I think that is totally burying your head to one of the biggest problems we face....and that is burgeoning and inefficient military spending.
