And why is that? Because methane gas is mostly found in rural areas where it does the least damage......and methane gas does not turn into smog.

Kyoto isn't about smog or local pollution its about global warming.

Part of global warming is smog........it helps keep the heat close to the earth.

And local pollution leads to global pollution. Next time you're on a plane heading west, note the smog drifting over the mts east of LA heading towards the Rockies.
