Engaging in "either/or" reasoning is dangerous at best. It assumes there are only two possible answers to any given question, and that if one is wrong, the other has to be correct. In the real world, it would be quite rare that only two possibilities exist.

Disarming Israel of their mass weapons would be a good first step. Eliminating Israeli control over our phone systems would be a good second step. Rounding up Israeli spies and tossing all of them in the slammer for the rest of their lives would be a good third step.

I think it goes without saying that taking those steps would likely improve our diplomatic relations with Arab nations, at least it would give the impression of America being a sovereign nation rather than an Israeli satellite country. That's not the point of the exercise however. As hopelessly abused as the term "national security" is these days, that's what it's about; protecting the US from those who would usurp our armed forces as mercenaries for their own agendas.
