You could make an argument for lowering the legal drinking age back down to 18, but you'll be fighting an uphill battle for obvious reasons. Then we could be like France, where kids are exposed to wine from a young age, and they don't "binge drink" at all. But then you'll be fighting a downhill battle, for obvious reasons. John
