I think any invasion of privacy counts. We do it... everyone does it. About 15 years ago, it was reported in the press that many French nationals working in the U.S. (not naturalized, but visiting workers) were doing espionage. I don't remember the source of that report. That's low level spying. The deep cover spies probably have closets full of Arid Extra Dry and talk like Texans. That being the case, it is probably impossible to tell the domestic spies from the foreign ones.
