Wrong.

First, the idea of checks and balances is to prevent a sudden shift in policy, not to prevent any shift in policy. The Framers simply wanted people to think about the effects of what they were doing. Under our system, any political movement would have to win numerous consecutive elections to control the entire government, but once they did they could make what changes they wished. If the Framers really wanted to stop all change they would never have inserted a provision to amend the Constitution.

Second, for over 200 years it has been taken as given that a President is entitled to pick who he wishes for high federal posts, regardless of their political philosophy. (Unless the Senate felt the nominee was unqualified on very specific grounds and voted the nominee down.) It was assumed that if the President picked someone "out of the mainstream" he would be punished in the next election by the people. It's a system of government called Democracy. Perhaps Senator Reid can take some time out of his hectic life to study up on it.
